^When running start-server.bat for the first time

^When running start-server.bat for second onwards after closing the first time

I used to be able to run the start-server fine, but for some reason, I have not been able to start up a new server ever since I closed the old one.
I keep getting stuck on the processes above, does anyone else suffer from the same problem?
