The tasks in the Supercritical Phase Shifter quest aren't marked as completed

I have done both prerequisite quests (Pu pellets and Po pellets) for the SPS quest in the Mekanism questline, and have all the components required by the SPS quest in my inventory - but none of the tasks are marked as completed. As far as I can see on the questline page, there are no more prerequisites.

looks like there is a hidden dependency, press the arrow under the icon in the top left corner of your quest popup, there are likely 3, but only 2 connected by arrow 🤔 (likely the fusion_reactor_controller quest)
