Max level Apotheosis enchant table giving low level enchants

Describe your issue.
I was able to get my enchant table to max level and upon using my diamond picaxe on the level selecting the 3 lvl enchant i recieved effeciency 1 and souldbound, when trying again i got 3 enchants though i dont recall which.

In short, high level enchants aren't guaranteed, merely possible with higher tier book shelves.
Also, note that we've lowered the max attainable levels for many enchants.

Some enchantments require you to enchant above a certain level, so it's possible that a high Quanta causes the actual enchanting level to be very low and it cannot find any other appropriate enchantments to fit on the pickaxe at that level, so it only applies those 2 enchantments.

im at 100% and recieved 2

it states you are guaranteed 3 enchantments, thats not what happened, its a bug
Would you mind supplying a picture of the setup, and the enchanting table screen so we can see values? :)
