In game JEI config is broken.

Describe your issue.

Anytime I click on the config button in the bottom left corner of the screen it just says to install FTB library to access in game configs. FTB library is installed.

I think you meant version 0.5.16 >w<
And to save time testing is this could be somehow problem with optifine... The same thing w/o it so

As suggested, please test without Optifine and let us know if the bug persists.

Not an optifine issue. Still does not work if I remove optifine.

I can verify this. The same happens to me on two different computers with 0.5.16 and no optifine.
