FPS not stable

Describe your issue.
My FPS is relatively high but when I am playing, it does not feel smooth. When I checked the FPS graph, I see constant spikes to 60fps. Which makes the game feel laggy. I have also noticed one of my other friend had this issue and his PC specs are lower so the stutters are much worse.
Also, I am running the server in the same computer I have. But this shouldn't be an issue as I am the only person who is connected right now and I am seeing the same behavior on my singleplayer games. Also, my computer is relatively powerful.
I have also realized that those FPS spikes are happening much often when I move around, I was standing still while I was taking screenshots. I am also periodically getting freezes that last around 1 second every minute or so. But I couldn't reproduce. I guess it was triggered by the discord status update, so I have disabled it.

Did the issue happen in singleplayer or on a server?

There is a debug option in the FTBChunks config that might help. Dev is looking into that. Otherwise maybe removing it is an option and there are some other potential problems...
