Describe your issue.
The Relay block doesn't respond to redstone events, thus breaking it. Someone else reported the issue upstream.
refinedmods/refinedstorage#3138
There's a patch already in the source code, but Refined Storage hasn't had a release since then as far as I can tell.
I have only observed this on a server thus far, I did not test this bug on single player.
