cant start server for enigmatica 6 expert

Modpack Version
1.1.2 Modpack / 1.3.0 Server
Describe your issue.
Just installed everything, accepted eula and its not starting up. i have java -version
java version "18.0.1.1" 2022-04-22
Java(TM) SE Runtime Environment (build 18.0.1.1+2-6)
Java HotSpot(TM) 64-Bit Server VM (build 18.0.1.1+2-6, mixed mode, sharing)
and installed JDK jdk-18_windows-x64_bin

from:

# specifies the min amount of ram the server is supposed to launch with
