Black Hole Tanks Not Respecting Filter When Inside Black Hole Controller

Describe your issue.
Black Hole Tanks from Immersive Engineering are normally filterable. Placing a bucket of fluid inside them normally do not allow any fluid to be input to that tank besides the fluid in the bucket, even if the tank is empty. This behavior breaks when the Black Hole Tank is inside a Black Hole Controller, and allows any fluid to be pumped inside an empty Black Hole Tank.
