Balancing Stack enchanting and General cost of enchanting on higher levels

I found the possibility of stack enchanting certain items without additional cost which also grants easy Enchantment Duplication possibility for items like Graphite Electrodes and PNC Canisters. Both can be enchanted in vanilla Anvil with Unbreaking XV and Holding XXXI for cost of 10 XP Levels. Especially for Electrodes this possibility combined with forcing Mending for Mana Repair makes Indestructible Electrodes Recipe obsolete besides EndGame Mastery Shards Crafting.
Why would you like this added/changed?
I simply find it very unbalanced for expert type modpack.
So, to fix this we'd need to make these items non-stackable. An option I don't really like.
Given the enchants involved (holding and unbreaking, though mostly holding), I always viewed this as more of a feature than a bug. If you want to, for example, get a bunch of Thermal tanks upgraded, manually enchanting them one at a time is boring. Slapping holding on a stack of air canisters, however, and splitting them off? Clever use of mechanics.
As for the Electrodes, the unbreakable ones are already mostly obsolete, if I'm honest. Unbreaking 3 will have a set of them lasting longer than you actually need them for in the pack since the pack isn't centered around heavy ARC Furnace use. The Unbreakable ones are still nice if you want them, however, since you cannot automate removing/repairing/installing them.
