PNC Hoppers Not Pulling Items Through Partial Blocks

Describe your issue.
PNC Omnidirectional Hopper will not pull through carpet in my example. This applies to all partial blocks. This is normally a feature of vanilla hoppers. Items are only captured when they physically fall into the block itself. I discovered this issue when making an auto washing and smelting farm with create fans. I needed a carpet to elevate the item into the stream, but the hopper wouldn't pull items it was filtered for when they were complete.
