Item transporter does not always work with creative upgrade on a Function Storage drawer

Describe your issue.

How I was able to reproduce:

  • start creative world
  • place down a (birch) drawer
  • Put a creative vending upgrade on it
  • Put a stack of amethyst shards in it
  • Put down a second (birch) drawer 2 blocks to the right
  • Put 2 item transporter on opposing sides between the 2 drawers
  • Push in the center of the transporter on the empty drawer

Expected: shards move to empty drawer
What actually happens: nothing moves

Note: The order in which you do things matter. The order above consistently failed for me, but if you put in the stack of shards and THEN put the creative vending upgrade on it, transfer will actually happen.

After having figured out the above, it also works the same way for e.g. a stack of dirt.

Tested in both 1.16.0, then upgraded to 1.16.1 and observed the exact same behavior.
