What it does

This client-side fabric mod makes it so that when you and other entities are set fire by a soul flame, the overlay is correct and blue !

The "bug" kinda mak sense when you think a bit more

I would expect mobs to burn orange regardless of whether they are positioned in soul fire or normal fire. Soul Soil is what burns blue. Netherrack and other substances burn orange. Soul Soil is used to create soul fire torches. I agree with jonathan schaudt.
A ghast could fire an orange-burning ball, setting soul soil ablaze blue. Anything the blue fire catches should burn orange unless it is crafted from soul soil or is a "soul mob".

I found the bug on mojang's tracker and the fire act like this both on java and on bedrock.

Yes it could be reported to debugify and the other bugfix mods

However here is a quote of one of the bug comment which make sense

True, should we wait for Mojang to fix it?

I think as this is opinated, yes
But i've seen kingbdogz assign the issue to himself at least 2 times and the bug as been set at low priority so it's kinda recognized as a bug but mojang have in the past said "This thing is a bug !" and after many years " This, a bug ? No it's a feature !"

I've decided to reject this as

  • it's controversial in Mojang and in this issue
  • even if the aforementioned bug is fixed, it is inaccurate because other players do not see you with a blue flame, this creates a surprise which is not intended
