Fadeless needs options

What config to change
Fadeless either needs
- a toggle
- a slider/number value for animation
- to be replaced by a different mod
Why should it be changed
Per #748, it was clear that 41% of users do need some kind of option or configurability for the mod, as it is very visually impactful and can make-or-break the perception of the modpack.
Additional details
#613 may get an option for this, but also the dev of Fadeless itself discussed the possibility of DerpDerpling/Fadeless#4
