Tiny Torches from Actually Additions can be crafted too easily

Version: 2.0.4
Crafting minecraft:torch requires chapter 2 but crafting actuallyadditions:block_tiny_torch only need chapter 1. This makes crafting light sources in chapter 1 very easy. Is that intended or just a bug?
