Create Train Portal Will Not Link

I am trying to create a portal to connect together for trains, which does still seem to work on singleplayer but will not work on this unmodified server.
They are facing the same direction, tried both sides on both, same all 3 coordinates X/Y/Z.
Version: 0.10.9 from Curseforge.
