Found about this "bug" while playing the modpack, though the Curseforge launcher.

Basically you can't use a drum with water as a replacement for buckets of water in recipes,
I did not check further, but I know for a fact that at least the basic paper recipe is really bugged.

I don't know if this is an issue with the base mod, or the modpack, but hope it helps, as this is some QOL change I'd really like for early game.

Yea this one's a gtceu issue. Hopefully they add/have added it in future, it's a big boost to qol
