Spoon upgrade should make pickaxe double as a shovel

The Reality

it works on dirt and some other stuff, but not on garden soil (probably other examples too)
I believe it happens because garden soil has specific shovel level-copper+. Pickaxe only has mining level 7+ for example, which doesnt share on shovel level for a block? idk

Your Proposal

make it be able to break gareden soil
