Tesla Tower causes power failures on server start

Your Expectation
I have a Tesla Tower powering a multiblock machine which is running a recipe. When I restart the world, I expect that recipe to continue where it left of.
The Reality
When I restart my world, the multiblock (e.g. EBF) dies from power failure, voiding the recipe. I am then able to restart the machine and it works fine. The Tesla seems to always be running fine. Everything is chunk loaded.
It doesn't happen every restart, but on about 50% of the restarts it causes power failures on all of my machines that have a tesla cover. Machines not powered by the Tesla are able to continue running.
I was able to reproduce this in a test world by just setting up a Tesla Tower powered by a battery buffer and using it to power an EBF.
In the past (v2.6.x), the Tesla tower had a similar issue but it caused all the tesla covers to stop working until they were replaced. This was fixed at some point in 2.7 beta 2. After that everything was running fine in that version until I updated to release version 2.7.1, where this issue started
