When i open the GTNH with TCL for first time, a downloading window come out,and it just stay in 0%,even i turn on vpn

What is tcl? Anyway if you are looking for a launcher we usually recommend prism, see https://gtnh.miraheze.org/wiki/Installing_and_Migrating
