Move the PCB Factory to an equivalent of the waterline system for multiblock placement.

Your Proposal

I find the PCB Factory kind of annoying to use, with the back and forth x/z offsets checking with the hologram projector, and its preview in NEI is a pure mess. Since the idea was to add multi structures to impact the multi, I think we should be able to port it to something similar to the waterline (only for the syncing, not with the 120s fixed duration stuff). That would allows for NEI previews to be way better and have a good experience when placing the multis, has the water line allows the multi to be everywhere, as long as they are inside the 32 blocks radius limit.

Huge QoL boost because it's really annoying to do something good looking easily with the PCB Factory.

This needs some thought, because the way waterline works is by using a MTE inside each substructure to handle the linking. Not sure if there's a way to do this without, and I don't know if we want to introduce a dummy MTE for each substructure either, though maybe that's fine.

That said, I would really like this too.

the thing is that it can only be better than how it is currently. The structure is too dev oriented, with offsets and all, while the waterline is so natural to use. If we have to do sub multis, so be it. But this offset stuff must go away.
