Your Proposal

Add some kind of AE2-card(Level emitter) and/or machine cover to turn on a machine based on a material level. For example when under 20% capacity turn on a machine until 80% full and then turn it of until it gets to the 20% again. Like a hysteresis or the Energy RS-Latch control. Also could be implemented for energy to replace the RS-latch system to be much cleaner.

Your Goal

When putting thing on passiv i would like to control how much i keep in storage but when producing "small" amounts the machines keep turning on and off. With somthing like this it would keep the machines on for longer.

Your Vision

I think this would improve the performance because it does not keep flickering the machines on.

You can already do this if you use external storage, i.e. tanks. Put a wireless Fluid Reader cover on the tank and connect it to a wireless Redstone Receiver cover that is on the machine producing that resource in the tank. That way it turns off when the specified fill level is reached.
Of course this requires external storage and does not work with items/fluids stored on ME Cells
