KAMI is supposed to unlock when all other researches have been completed. However, it seems to not know whether certain researches have been disabled. The Alfheim mod (Botania addon) has two entries, Livingwood and Dreamwood Wands, that can be disabled (because Forbidden Magic also adds similar researches). However, KAMI still looks for those two to be complete before unlocking. They can't even be completed by command, as the game thinks they don't exist.

I have yet to have a problem unlocking Kami. What version is this on?

v2.10.1 was the version being used when it was reported to me.

It's entirely possible that Alfheim isn't disabling the research entries properly, but I don't know for certain.

Honestly, until today, I was under the impression that addon researches weren't required for KAMI other than TT itself.

Perhaps there could be a config for which tabs are needed to unlock KAMI?

Followup information: Alfheim registers their researches in the vanilla TC Thaumaturgy tab (the wands one). Maybe that's why KAMI thinks they have to be completed?

Further followup, after some more testing, it seems that KAMI does not actually require those researches if they have been disabled. I am still investigating why it was the case before, but this may have been a false report, apologies.

For future documentation: KAMI only requires the researches that are present in the vanilla TC tabs (Basic, Thaumaturgy, Alchemy, Artifice, Golemancy), does not require Eldritch or Tinkerer entries. Any researches created or moved via ModTweaker are not required.
