Describe your issue

Pickarangs from Quark cannot break stone blocks because they are above its mining level.

Steps to reproduce the issue

1. Get a Pickarang
2. Throw it at a block of stone
3. Observe how it doesn't break it, with the You need the Right Tool for this job message.

Additional Information

This is probably because the Pickarang's harvest level is set to 3 in the config, and this conflicts with something else some other mod is doing to modify hardness levels (maybe Deepslate Diamond?).

This doesn't require a log because it's not a crash.
