Another player and I noticed this. It's both the Summoner and the Hunter Illager bounties. Neither mob will ever spawn because the associated mods are not present in the modpack.

I'm a server OP so I solved this issue locally by:

  • Enter Quest Book edit mode via /ftbquests editing_mode
  • Delete both quests
  • Move Vindicator bounty into empty spot left by deleting hunter illager
  • Move Ithaqua to empty spot left by moving Vindicator
  • Set Evoker and Illusioner as dependents of Vindicator
