The basic electrolyzer can't produce crushed back quartz but the other versions can(Avanced).
Is this supposed to be this way or a bug ?

Not a bug, double check the voltage requirement of the recipe. Only an MV electrolyzer and above can process that recipe due to the voltage requirements.
