[Suggestion] Add recipies allowing all the small clumps of different Nuclearcraft fuels to be used in a GT packager

Currently some of the Uranium types of small clumps are able to be made into whole piles in a packages, the rest are not useable.

This would unify the clumps and allow for easier automation.

Correct as of Exa's fixes 2019.10.04. A workaround is using compacting drawers.
