The text of the quest states that the requested materials are enough to build a 3x3x3 tower, but only 24 blocks are requested while a 3x3x3 tower requires 26 blocks. Either the text has to change to indicate the player has to choose the last two blocks themselves or the number of requested Clean Stainless Steel Casings has to be increased to 20.
