Add the tag {eiocap: {level: ... f } } to Compressed and Double Compressed Octadic Capacitors, so they are functional and can be used.

I think it would be fine to add these using 4.0f and 5.0f as base levels in their tags, continuing the trend of increasing by one per tier from octadic capacitors.
