Description:
Since the flux capacitor charges any items the player is carrying, and the questbook is specifically looking for a capacitor bank with 0 RF in it, the quest does not get marked as complete if the bank gets power in it before it's detected. Discharging the capacator bank to 0 did not work for me, i think because it counted as configured or some such.

Expected Behavior:
I expect the quest to hand in - presumably it's looking for a specific string of NBT or some such?

Steps To Reproduce:

• Make yourself a flux capacitor. (I used the Reinforced variant, unknown if this happens with lower teirs but i think so. )
• Charge it up, Set it to charge all items and equip it.
• Craft an Ender IO Capacitor Bank.
• Click submit.
