The quest for the experience obelisk is behind tungstensteel, but you don't actually need tungstensteel to make it.

Agreed, removing the dependency on the FeW quest should be sufficient.

I don't see a need to move this quest over to a new page, but just make it depend on the Soul Binder quest (542) instead of on the Tungstensteel quest, as the Soul Binder quest directs the player to maybe make an Experience Obelisk.
