Split off a few quests from the Covers quest

We wrote a very thorough explanation of how the various covers work in an informational quest, but still get a lot of questions about how to solve problems like passively automating alloy smelters and preventing both slots from filling with the same item (a perfect use case for a Robot Arm in Keep Exact with an Item Filter).

Splitting off quests with tasks and rewards from the informational quest might get players to actually read it instead of hitting the checkbox and ignoring the single informational quest.

We already have quests for Conveyors, Pumps, and Robot Arms, and can just leave descriptions in the existing covers quest. We need to add a quest for filters (or perhaps a few quests: one for each of Item, Fluid, and Ore Dictionary?) and Machine Controllers. Just describing the Shutter cover is probably fine, as it's used very rarely anyway.

Once #505 is merged we should also add a quest explaining the new Smart Filter since it only works with specific machines and is best utilized in a Robot Arm.

For the Machine Controllers, what do you think about an offshoot quest from the first Blast Furnace quest and the aluminum quest, requiring the player to make a machine controller, and copying the description from the existing covers quest.

The filters I can see being near the DML section, or near the MV chemical reactor and the Clathrate quest on the next page. It should require one of each filter, minus the smart filter, but not gate any other quest.

For the Smart filter, it should be attached to our quest on explaining byproducts, how to look them up, and what machines to use. It should require the Smart filter, give an explanation, but not gate any other quest.

Just a suggestion from my own experience, maybe mention that the Keep Exact robot arm stuff breaks if you use auto-output on an adjacent machine that is either pushing with a robot arm or being pulled from by one.
