Jetpack has to be empty for the upgrade recipe

Description:
To upgrade a jetpack it has to be empty else the recipe does not work.

Expected Behavior:
It does not matter if the jetpack has energy or not for the upgrade recipe.

Steps To Reproduce:
Try to craft the hardened jetpack and charge the leadstone jetpack a bit
