It should be one of the requirements of Eternal Catalyst quest.

Confirmed, we should add a quest for Empowered Diamatine Gear and set it as a dependency of the Eternal Catalyst quest. The various empowered gear quests are pretty much identical so besides the layout change required, this is fairly trivial.
