Description:
Vanilla concrete is not a blockConcrete, while Chiseled vanilla concrete is.

Expected Behavior:
Vanilla concrete should be a blockConcrete.

Steps To Reproduce:
The recipe for GregTech concrete dust in a macerator doesn't work with vanilla concrete. However, once you Chisel it, it starts processing.

Fixed in dev via fc00e70 by making only GTCE concrete work for the concrete dust recipe
