During implementation of #499 we appear to have inadvertently shifted metaids of some GTCE material blocks. This was noted in Discord when Phineasor updated to 380fd93 dev snapshot and their PVC blocks turned into meat blocks.

We will need to ensure that upgrading from 1.2.2 does not cause block metaid shifting as that will result in items turning into other items unexpectedly.

The metaids of these two items are subsequent in 1.2.2 and it appears that the addition of the new material Microversium resulted in meat blocks shifting to <gregtech:compressed_17:15>, and PVC shifting up to <gregtech:compressed_18:0>.

PVC blocks also disappeared from JEI as part of this shift because they occupied the ID previously assigned to GTCE Neutronium blocks. A temporary fix for this side-issue has been implemented in 31c642b.
