Adding a way for lower-tiered machines in like a macerator or centrifuge that could have a chance of returning something like components or ore dust.

This isn't particularly feasible for some technical reasons.

The older versions of GregTech that support deconstruction mark each crafted item with precisely which items were used to make it so that when you deconstruct it you can't get back a different item that could introduce progression exploits (like a different theme of circuit than was used).

GTCE does not tag machines in this manner, nor do our custom recipes. I also have good reason to suspect that using NBT like that would confuse the hell out of AE2.

Frankly this pack does not starve you for resources at all so I don't see a strong need to reclaim parts from old machines. It's also commonplace to leave infrastructure in place rather than replacing all of it each tier, so the need to break down machines is pretty low.
