[Suggestion] Move Annealed Copper quest to be a pre-requisite for the Multi-Smelter recipe

Since Annealed Copper (Cable) is required to make the Multi-Smelter, it may be clearer if the quest to make Annealed Copper comes before the Multi-Smelter recipe. At the moment Annealed Copper is (rightly) required for SMD components, so it would probably also need to remain a predecessor step to that as well.

Yes, specifically e95c5ab updates the dependencies around Annealed Copper.

I misremembered that it was already in. It's part of an existing effort to update the quest book.
