eio experience obelisks on dev are broken on servers atm. they do not accept exp via the UI

Expected Behavior:
should works as intended by the block description

Steps To Reproduce:
just place an xp obelisk on the world

It looks like there were a few EIO updates released at the end of May which we have yet to incorporate into dev. It appears that the obelisk behavior is one of several things addressed in these updates.

Discussing this further with @ALongStringOfNumbers, we haven't updated it yet because there's a crash with the newer version (see #745) in tandem with EnderTweaker, which has reached end of support as far as we can tell.

We may need to make a fork of it with a patch to be able to update EIO.
