The quartz cutting knife is used for the only way of renaming items automatically (inscriber name press). Other than that, you can craft cable anchors with it, which can easily be crafttweaked out (pack already has a recipe for cable anchors). There is no reason of preventing from renaming items automatically, so why is it off?
