I'm currently playing on dev and completing the Vibrant Alloy quest also completed Staff of travelling quest.

If you happen to have looted one before completing the Vibrant Alloy quest, the one you obtained would count towards that quest and complete it after the quest unlocks.

Yeah my bad. I'll see if I have it lying around to confirm but that is likely what happened.
