12 Obsidian dust --> 2 silicon dust, 1 iron dust, and 1 Magnesium dust
21 Talc --> 2 Silicon dust and 3 Magnesium Dust

not progressed far enough to try a higher tier machine, but will in creative if it will help.

Either the recipes are broke, or are incorrect in JEI. Either is possible just wondering which.

BTW: Machine just sits there does nothing with any amount of either input material.

The basic electrolyzer is only able to run recipes that use up to 32 EU/t. It is incapable of running at all any recipe with a higher voltage requirement.

As you can see below, the obsidian dust decomposition recipe requires 60 EU/t, which is MV (recipes up to 128 EU/t):

Likewise, Talc decomposition is also an MV recipe requiring 60 EU/t:

The energy tier is better telegraphed in the latest version of GTCE (see below) which we use in the development snapshots (current progress towards 1.3).
