It seems the potions of cold and heat resistance do not work when attempted to brew them via brewery or apothecary brewery. This was also performed in multiplayer so it might just be a multiplayer bug.

Closed, issue was due to JEI Tweaker having issues in version 2.0-4.0. Should now be fixed, recently tested this locally.
