Describe the bug

Every tick, snow is spawning and instantly breaking on barb wire fence. Causing server and client lag.

To Reproduce

Place barb wire fence & place snow layer on top. Or just wait for one to naturally spawn.

Expected behavior

Snow should spawn, break, and remain broken for a while.

*Addition, although only one block was shown in the video, there were at least 7 other blocks concurrently doing the same thing.
