Describe the bug

When a player has two tamed vanilla horses, no items can be used to make them enter "love mode" and breed. The following have been tried in creative mode and on a survival server:

1. Golden carrots
2. Placed hay bales
3. Normal golden apples
4. Straw bale
5. Breeding Harness
6. Hawberry

After searching through discord threads some people had success with breeding by placing hay bales. However, after placing 4 hay bales in a large pen and waiting 20 minutes in the same chunk, the horses only showed idle behavior.

To Reproduce

1. Acquire two tamed horses
2. Right-click on the horses with golden carrots
3. Horses will not enter love mode and the player will instead mount them, or begin to eat the item if the food bar is drained.

Expected behavior

What is expected is that the two tamed horses to enter love mode and breed.
