[BUG] Some crops do not grow in tropical biomes outside their usual seasons.

Describe the bug
Flax does not seem to grow in sufficient conditions inside an "Overgrown Cliffs" biome. All crops are supposed to grow there all-year-round since it is a tropical biome. Other crops grow fine during their off-seasons, such as wheat and sugarcane. Other people also reported similar issues with other crops, such as potatoes. For me, it only happens with flax. The problem seems to be inconsistent between players and worlds.
To Reproduce
Steps to reproduce the behavior:
- Plant different crops in the "Overgrown Cliffs" biome.
- Hopefully, watch some of them not grow.
Expected behavior
All crops should be progressing through the growth stages in high-temperature biomes regardless of the season.

Flax has a season right? Have you tried using bone meal on them? Might be an issue for Serene Seasons or Pams Harvestcraft
Should (maybe) be fixed with a newer version of SS, closing for now, please reopen if still occurring in 2.77
