[BUG] Nether Cities Causing Lag on Servers

Describe the bug
Nether cities were supposed to be disabled in 3.0 for the server pack, but someone possibly forgot to disable them. Thus, they are causing big repetitive lag spikes.
To Reproduce
Steps to reproduce the behavior:
- Load the nether up in a multiplayer server.
- Find a nether city.
- Load the nether city.
- Go back to the overworld.
- Encounter terrible tps lag after playing for a while.
Expected behavior
I expected the nether cities from BetterNether to be disabled in the server pack as it is known to cause issues on servers.

- Modpack Version: RoTN 3.0 Beta 3
- Server or Singleplayer: Server Pack
- Version the world was created on: RoTN 3.0 Beta 3
Additional context
This issue only occurs on servers; singleplayer is fine. Tested on private, Akliz hosted, and other hosts.
This issue only occurs when a nether city has been loaded at least once since the restart.
