Dispenser & Block Dispenser converting all banner types to black banner upon placing

• Modpack Version: 3.0 Beta 3
• Server or Singleplayer: Singleplayer
• Version the world was created on: 3.0 Beta 3

this is probably because banners actually have a tile entity attached - this tile entity determines the color, but the banner item's meta determines the color, so the block/dispenser is only placing the default state and color - black.

the mods in question would have to have special support for placing banners - alternatively, we could have a mod that introduces a specific banner placer/remover, if y'all can find one.
