[BUG] Missing letter with Letter delivery quest from Toroquest Revamped

Describe the bug
When you accept the quest, it should give you the letter to deliver to the other lord. It was working in B5.
To Reproduce
Go above 450 rep and cycle though quest until you get the letter delivery quest
Expected behavior
Obtaining the letter to deliver
