Describe the bug

When using a bat bucket instead of getting a flimsy bucket like one would expect, you instead get a quality bucket.

To Reproduce

press bat with bucket or get one from creative
press with bucket in bat on something.

Expected behavior

You would expect to get a flimsy bucket

Technically, the bat bucket output is configured to give the player back a minecraft:bucket, and since the Quality Bucket is simply a reskinned vanilla bucket, I'd say this is intended.
