Describe the bug

Instead of appearing in his dungeon "The Underground Hideout", most of the time the bandit boss from toroquest spawns not only outside the structure but sometimes a fair distance away from it in an obscure area.

To Reproduce

Reach high enough village rep, get The Underground Hideout quest, head to location, spend 50 minutes finding the boss.

Expected behavior

Boss appears on the the throne inside the structure, with regular bandits surrounding him instead of only the bandits appearing as the boss is a whole chunk away, completely encased in blocks.

Additional context

Sometimes would appear totally encased in blocks and only locatable with a friend with journeymap's help, other times in some random cavern a loooong ways off, testing in a flats world saw him spawn from below to above the structure and almost never actually inside it.
